So if you are interested in specifically the characters involved, either because you have played other games based on the setting, read the novel or seen the movies then go for it. The reason is simple, it would be quite boring having one state taking half of the map and no challenges. Even then, Romans are popular but the popular period is Caesar and the early empire, while almost no game is actually based on that period. The three kingdoms setting and source material is mostly due to an extremely popular Chinese novel. I played very few battles because they were just boring. It's basically a civil war so all you have is Chinese in blue fighting Chinese in yellow, there is a very low variety of troops or settings. The period of three kingdoms is not a good fit for Total War games. The game has very nice graphics, the most complex diplomacy of all Total War games but what makes me not recommend it is the setting itself. I cannot comment about Romance version as I've only played the Records one (the more "historical" one).
